Can anyone tell me why Oracle.exe uses 20-40% cpu when not serving any queries?

- because it's also running other processes, such as monitors, log writers and so on.
It looks as though you are on a windows platform - if you were running UNIX, you would be able to see all of the processes - there are quite a few of them and they are all needed to keep the database accessible and also consistent.
It might be worthwhile checking out the Administrators guide as it should give you the insight you are looking for.
Cheers,
James
